CCC decision conveyed to BSNL on 18-9-2002

Message on 17-09-02: Central Co-ordination Committee of DOT Officer's Asociation met today i.e. 17/09/2002.It has been decided to reiterate its earlier stand that Pay scales should be strictly  according to the standard Scales as recommended by the Justice Mohan Committee for executives in PSUs. It has been further decided that corresponding IDA pay scale against the CDA pay scale of Rs.6500-200-10500. should be higher than Rs. 10750-300-16750 .Since this pay scale normally offered to the executive Trainees at the level of JTOs /JAOs etc.The other pay scales should be replaced by next higher IDA pay scales. The Committee has also decided that BSNL should immediately release advance of Rs. 2000/- to the officers who are willing to get absorbed in BSNL after obtaing the consent letter from them for absorption including those who have already given option also. The decision of the CCC will be intimated to the BSNL Management on 18/09/2002.

DOT has called fresh option for absorption in MTNL and last date is 18/10/2002. 

Absorption of Group 'A' and 'B' officers in MTNL :- DOT has requested All CGMs that options already received vide ltr dated 28.12.2001 may be sent to the concerned cadre authority immediately

Msg. from CHQ on 13/09/2002 at 1300 hrs. :-TESA (I) and affiliates of Central Co-ordination Committee of DOT Officer's Association met Sr.DDG (Per) and DDG (SR) on 13/09/2002. The proposal of the pay scales, promotional avenues and fitment   formula etc for Group 'B' and 'A' officers was made known to the Associations and details are given below. As per  the proposal, there is no dispute regarding fitment formula and promotional avenues as were being demanded by us. Fitment formula will be on point to point basis and Promotional Policies will be time bound. The proposal in this aspect is the same as was offered to the officers seeking absorption in MTNL. In regard to the Pay scales offered, the  proposal says that JTO level pay scale will be E1(Rs.8600-250-14600) scale. During the discussion it was told that a few increments can be offered on this scale, so that the initial pay of this Pay scale is enhanced. SDE level pay scale will be E2(Rs.10750-300-16750) scale . The proposal  also contains change of two standard PSU Pay scales which have been offered to the Sr.SDE/Sr.AO/ Equivalent cadres and DETs/ CAOs/ EEs respectively. We have already conveyed   that � the above proposed pay scales are not acceptable to us & needs reconsideration". However, we have told them that we will examine the entire proposal and come out with our reaction within few days. Payment of Rs. 2000/- should be made w.e.f 01.10.2000 to all those who have already submitted their option and others who would be ready to give a consent letter for getting absorbed. Those not taking the absorption at later stage would be ready to refund the same. Absorption of Group 'B' officers:- Members of the committee set up  for pay scales and DOT officers met on 05/09/2002  to consider the proposal of the pay scales, promotional avenues and fitment formula etc for Group 'B' officers.One more meeting is to be held on 09/09/2002.The decision taken in the  meeting will be brought before the Directors of the BSNL board .There after all the details will be given to the officers associations. As far as  promotional policies  are concerned, they will be following time bound personnel up gradation (4-6 years) as has been offered in  MTNL. This promotion will not be linked with availability of posts and will  be on seniority cum fitness up to the level of SG-JAG pay scales. Fitment formula would be on point to point basis. The date of implementation would be 01/10/2000.However, proposal of pays scales may not be up to our satisfaction. We have to fight it out for removal of possible discrepancies for which Central Co-ordination Committee will take decision for further course of action after disclosing pay scales by BSNL. Given the situation prevailing now, in all likelihood BSNL may disclose the details very shortly.

EX-gratia to the Group 'B' officers.:- As we have been reporting from time to time and also confirmed by the Dir (Plg & NS) in our CEC held at Masoori, in Principle, BSNL has to pay Ex-gratia payment. However, the quantum of Ex-gratia is not yet decided due to limited fund availability to spend on Bonus /Ex-gratia. There may be 3 slabs i.e. Non-Executives. Executives and Executives below the Board level. The Quantum of Ex gratia for Executives may not be less than Rs.10,000/-.

DPC  for the DE (adhoc) for un-assessed and left out cases :- DOT is to consider un-assessed cases along with left out cases for the promotion from TES Group " B" to DE (Adhoc) shortly.
