MUSSORIE CEC


            The much awaited and much discussed central executive committee meeting of TESA(I) was convened and concluded successfully at Mussorie on 13th and 14th of June 2002. The central office bearers and circle executive committee members of all circles barring one or two participated in the meeting. The CWC unanimously reaffirmed  confidence in the leadership of Com.Basu. Of the 30 circles, 27 circles secretaries duly elected in the circle body were present. From Tamil Nadu circle, the Secretary of the adhoc body was present. Two from the minor circles TEC & T&D were not present. From  Kerala, Circle President Com.V.E.Thomas Secretary Com.T.N.Varghese Tresurer Com.T.H.Khalid CEC Member Com.T.K.Nanukuttan and Com.Sri.K.Sreekumar Nair Org.Secretary (South) attended the meeting.

 

Impact of the splinter group


            The impact of the formation of BSNLEA was discussed. Other than   one or two SSAs in Kerala and TN circle, two SSAs in Karnataka and one or two in AP, no disintegration of the Association was reported in any part of the country. In TN circle though the circle secretary could pass a resolution in the circle general body (at Vellore) in favour of the new group, TESA(I) comrades formed an adhoc circle executive committee and could form four SSA branches and circle branch with a large membership.

We have formed new Circle branches in Jharkhand and Utharanchal also. The splinter group originated from Ernakulam is bound to end in Ernakulam itself.


AIC 2002

 

            The CEC decided to convene the next AIC of TESA(I) during November 2002 at Mysore.

 

Executive’s association

 

            The CEC also decided to register a society involving the members of the coordination committee ie TESA(I), AFSOA, Civil Wing, Electrical Wing and All India JTOA as a preliminary step to form an Executive’s Association in BSNL after   absorption. 

 

STATUS OF PENDING ISSUES

 

Absorption in MTNL

 

            The absorption of Group B and Group A officers in MTNL was delayed due to court cases initiated by ITSA. Though the Delhi CAT and Delhi high court allowed to continue the option procedures, the fresh cases in Mumbai and Ernakulam CAT have again made it subjudice. Now the matter is linked up with option process in BSNL witch is also subjudice. The splinter group and TEOA are blissfully unaware of the happenings.
           

 

Absorption in BSNL

 

            The last date for submission of form for Group B officers was 28-02-02. As many as ten  OAs were filed in different benches of CAT against absorption. All these OAs have been transferred to the principal  bench of CAT Delhi. Seven OAs against the absorption in MTNL were also transferred. The combined hearing will take place in the principal bench. The central coordination committee of DOT officers association has decided to defend the cases. Though the date fixed for hearing was 4-6-02, the court allowed us also to implead and decided to list all matters to 3-7-02.

Anomaly in placement of Sr.SDEs

           

            The removal of anomaly in the placement of TES group officers belonging to ST/SC categories of Sr. SDE grade is taken up with attorney general of India through Ministry of law.

 

Stepping up

 

The committee under member finance is looking into the settlement of pending claims of stepping up of pay.


MTNL Pay scales

 

Finalisation of the pay scales of executives in MTNL: The matter is pending with BPE.(Bureau of Public Enterprises)


Pensions to absorbed officers

 

            A petition is filed on behalf of central coordination committee by TESA (I) in the principal bench of CAT praying for removal of discrimination between the officers getting absorbed in BSNL and MTNL in the matter of getting pensions.

 

Added assets

 

            For added assets the justification for the creation of D.ES posts will be worked out twice in an year to avoid the delay. To compensate the monetary loss suffered by Adhoc DES on officiating promotion to JAG, the finance wing is being persuaded to pay some sort of incentive. He told that the matter has already been taken by TESA(I).


DISTINGUISHED GUESTS


            Shri.Kranti Kumar member (Planning and New Services) and Shri J.K.Chabra (Sr.DDG Personnel) addressed the CEC during open sessions on 14-6-02. Our G.S high lighted the important problems to be settled and both guests replied for all points. Shri. Kranti Kumar said that BSNL is one of the PSUs making  profit and the profit for the last year is about 20%.The pension will be paid by the Govt. Large amount of money is being spent for advertisement and dealers are to be appointed for mobile services. The ex-gratia payments for officers promised while he was the member services will be considered again. Shri J.K Chabra head of the committee appointed for finalizing pays and perks for officers in BSNL assured that a decent salary will be fixed. KPMG may review the personnel policy, norms for staff, performance appraisal of officers now in BSNL etc. The present CGEIS scheme will be operated by LIC. The provident fund trust is being studied.

 

WHO IS AGAINST ABSORPTION?

 

            We refer to the news letter of June 2002 brought out by  BSNLEA Kerala. It is said they are not against absorption. Everybody knows that who are the people behind   filing the OA in CAT Ernakulam. By filing the OA in the court against absorption, they have nailed the hope of thousands of group B officers who could have been absorbed by this time and enjoyed the consequential financial benefits by Feb. 2002.


            It is said that they discussed with CGM Kerala on 2-4-02 about different issues of the Circle. Please realize that this was only a mere courtesy shown by CGMT as he offers to any visiting officer. They cannot have any official dealings with CGMT.


             It is also stated the G.S (splinter group), was discussing with various BSNL authorities about the problem being faced by the members. Com. Basu in the CEC Mussorie stated that the new splinter group association is not given any applicant status. Any officers can meet any authority on personal capacity and this cannot be taken as an official meeting of a recognized body or they would have managed to sit along with some applicant association.


            We once again appeal to all comrades who are hoodwinked   by the splinter group to come back to TESA(I) and strengthen engineer’s unity. We can achieve unity of telecom engineers only after  preserving  unity of SDEs. Beware of those who want to split the association in the guise of achieving unity with TEOA. Why don’t they join TEOA straightaway especially when TEOA has amended its constitution suitably!
