Friends,

 

    We have been receiving many quiries from the members of the
associate Associations about the present status of some important
issues. Though the information, as asked for, are also being
passed on to the members by different affiliates, we feel it
necessary to give a brief account on behalf of Central Coordina­
tion Committee as well.

 

(1) Absorption in MTNL :-  So far as our information goes, more
than 70% of the Officers including about 90 JAG/SAG level Offi­
cers working in MTNL Mumbai have exercised their option for
absorption in MTNL. Those having very short period for their
superannuation and also those desirous to go back to their parent
Circle on transfer preferred not to give option. The figures in
respect of Delhi is yet to be worked out.

 

(2)  Absorption in BSNL :-  As you are aware that the Chairman of
the Principal Bench of CAT had ordered for transfer of all cases
pertaining to absorption in BSNL/MTNL from other benches to Prin­
cipal Bench, Delhi. The case was, however, not listed for hearing
on 15.03.2002 as was expected. We are finding out whether all the
cases have been transferred or not and also the likely date for
hearing. We firmly believe that it will not take much time. In
this regard, we are to remind the Circle Coordination Committees
and for that purpose the associate Associations that we are yet
to receive the part of the contribution i.e Rs 6/- out of Rs 10/-
that was to be collected from each member (@ Rs 10/- per member).

(3) Pension Case for MTNL optees:  One of the affiliates of the
Central Coordination Committee i.e. TESA has already filed an
O.A. in the Principal Bench for grant of pension as per Rule 37 A
to the Officers opted for absorption in MTNL. A few other affili­
ates may also file similar applications. This is as a part of the
decision of the Central Coordination Committee in its meeting
held on 6.2.2002. These cases which are backed by Central Coordi­
nation Committee are to be financially assisted. We request the
members of all the associate Associations - specially those
posted in Delhi and Mumbai to send their liberal contribution to
the Central Coordination Committee.

 

(4) Recruitment Rules for Executives of BSNL :    BSNL has framed
the Recruitment Rules for the AEs of Civil, Electrical, Telecom
Factory and Telecom in addition to the  Assistant Architects of
the Architectural Wing. The AEs in Telecom Factory, Civil, Elec­
trical and the Degree holders in Assistant Architects in BSNL are
to be designated as SDEs (Civil), SDEs (Electrical),

SDEs (Telecom Factory), and SDEs (Architecture) respectively. These cadres
are to get the corresponding IDA Pay Scale against the CDA Scale
of Rs 7500-12000 after their absorption w e f 01.03.2002. But the
most disturbing development in this regard is that the non-degree
holder Assistant Architects, though given the same pay scale as
that of the degree holder Assistant Architects, have been desig­
nated as AEs and separate Recruitment Rules for them have been
framed. This is yet another confirmed  signal of BSNL's intention
to finally divide the Executives based on their qualification. We
had already experienced this intention when BSNL decided that
only the `Graduate Engineer JTOs', who were undergoing training
at that time, were to be posted in hi tech areas like GMPCS.
Though the instruction in this regard was subsequently modified,
the danger is not fully averted since the CGMs may decide the
preference. Similar divide between degree holders and non-degree
holders in all other disciplines may be on the card in the coming
days. We are taking up the matter with the concerned authority.

 

(5)  Terms and conditions of service in BSNL :     We had earlier
circulated a draft paper on the terms and conditions for the
Executives in BSNL for its finalisation in consultation with all
the associate associations. The intention was to have common
approach on the issues when opportunity comes to discuss the same
with BSNL Management. We are yet to get suggestions. This may
please be expedited.

 

(6)  Formation of Association of the Executives in BSNL :    The
Central Coordination Committee of DoT Officers' Associations, in
its meeting held on 6.2.2002, had decided to take some advance
action so that a common  Association of the Executives of all
disciplines can be formed and made operational, if the affiliate
associations so decide, after absorption in BSNL. In the meeting
held on 6.2.2002, various names were proposed by the participants
about the tentative central body which, however, was not fina­
lised. At this moment, we are moving little slowly on the matter
since the process of absorption has got a temporary break.

 

(7)  Negotiation for pay scales of non-executives :      Negotia­
tion between the Unions of the absorbed Group C & D Employees
(non-executives) of BSNL and the BSNL Management is not yet over.
Both sides had given their proposals and counter-proposals. The
Unions are now to come back with their response on the pay scales
offered by BSNL Management. The discussion is likely to resume
shortly.
