Subject: Grant of applicant status to the BSNL Executives’
Association …
The above mentioned Association has been representing for quite some time now for grant of applicant status to it. The matter has been examined in consultation with the Department of Telecom who has advised that in order to maintain industrial harmony, the BSNL may consider the feasibility of extending the facility of meeting only to the BSNL Executives’ Association for discussing important issues with the Management as and when found necessary. A copy of the DOT’s D.O. letter No.32-2/2002 SR dated the 1st August, 2002 received in this regard is enclosed (See Below).
2. You are requested to take necessary action accordingly in regard to the grant of meeting to the association at the circle SSA level.

Shri Ahmad,
Kindly refer to your DO letter no.BSNL/31/SR/2002, dated
13th.June, 2002 addressed to Dr.D P S Set, Member (S) regarding grant
of applicant status to the BSNL Executives Association.
2. The matter has been examined. It will be appreciated that the BSNL Executives Association cannot be treated at par with TESA and as an applicant union since it did not apply within the stipulated time, as prescribed by Do P&T for recognition under CCS (RS) Rules, 1993.
3. It is apparent from the name of the Association that it has been formed by a group of Officers now on deemed deputation to BSNL. In order to maintain industrial harmony, it is felt that the BSNL may consider the feasibility of extending the facility of meeting only to the BSNL Executives Association (I) for discussing important issues with the management as and when found necessary.
